Is this a Corn or something else?

I have recently developed what looked like a blister on my second toe. I lanced it to drain it, and a clear, jelly like fluid oozed out. It is viscous, but more the consistency of a thick gel than a free flowing fluid. Unfortunately this did not go away, and the skin there has become quite tender. Any advice would be appreciated. Thanks.
